Public Comments None Introductions PIO Palmer Mudrick introduced Linda King, Sergeant, FPD, who is substituting for Mary Murphy. Approval of Minutes Member Bowen made a MOTION to approve the minutes of the June 14, 2004, with the following correction: Council Member Jones and Incorporation Committee President Tom Dalton were recognized by Dr. Gordon at the CSUF Concert Under the Stars event. Member Klinghoffer seconded the MOTION. The MOTION to approve the minutes as corrected was approved unanimously. Old Business Centennial Monument Chair Dalton reported the subcommittee had met with Community Services Manager Joe Felz and Parks Project Manager Randy McDaniel to discuss the Plaza Park location. Chair Dalton passed around some rough sketches of the monument and requested approval from the Incorporation Centennial Committee to proceed. The location is the Plaza Park across from the Museum, at the north end of the park, in an area of landscaping between the sidewalk and the park. The proposal is a 2ft. x 2 ft. sq. platform about 4 5ft high, with a sloped top on which a bronze plaque would be mounted. The plaque would have the Centennial Logo with verbiage commemorating the City of Fullerton turning 100 years old in 2004. The platform would be made out of granite and utilize some of the rocks from Hillcrest Park. Branching out on either side would be a concrete bench with back, in a semi-circle facing north, toward the street. Some type of paver would be laid on the ground, with the monument placed on top. Before any proposal is made to the Community Services Commission, professional drawings must be completed and Fullerton resident Bruce Hofstetter, a licensed landscape architect, has volunteered to donate his time for this project. Member Klinghoffer asked if there has been a price cap set, with Chair Dalton responding that bids couldnt go out until the formal drawings have been completed. Parks Project Manager McDaniel estimated the cost would be around $5,000 - $7,000. Chair Dalton reported Member Ritto became aware Heroes Restaurant had four granite 2 ft. sq. tabletops it would be willing to donate to the Committee with the hopes the granite would be incorporated into the monument and possibly reduce the costs. A Time Capsule is still a possibility, if the Committee wishes. Member Miller asked if there is a time schedule for the completion of the monument with Chair Dalton responding no. The first step is to get the Incorporation Centennial Committees approval and then place the proposal on the Community Services Commission, Redevelopment Design Review Committee and the City Council agendas. Member Heaton inquired what the distance is between the park equipment and the monument, adding he was concerned about children climbing on the monument. Chair Dalton responded there is about 20 ft. separation. Member Heaton then asked what is the possibility of renaming the Plaza Park to Incorporation Park. PIO Palmer Mudrick responded the Committee has the right to recommend a name change to the City Council, explaining policy has been not to name a facility after a person. Other names suggested were Centennial Park and Centennial Plaza Park. Chair Dalton responded that obtaining the necessary approvals is first priority and feels including the proposed name change in the monument proposal to the City Council would be feasible. Member Miller made the MOTION to approve the Centennial Monument project and proceed to the next step. Member Minard seconded the MOTION. The MOTION was approved unanimously. Centennial Ball The Imperial Ballroom and Fullerton Heritage will be co-sponsors. Chair Dalton asked that all members present take some invitations, ready for a mailing label, to be included with each organizations next mailing or handed out at their next meeting. The event is open to the public and the ticket price is $50 per person and includes a silent auction, a dance exhibition, dancing to continuous music and a casino night. The event will be held on Saturday, November 20, 2004. Police Department Fountain Sgt. King reported the existing blue tile structure does not hold water and attempts are being made to come up with some type of clear liner for the existing structure so that when the fountain is attached, it will look like one solid piece. The goal is to make the fountain as efficient as possible with the existing structure. When the Police Department was remodeled, electrical lines and water pipes had been cut, and it was discovered there is no water line to the fountain. The Police Department is currently working with the Maintenance Services Department to rectify. Vice Chair Spencer reported the first fountain obtained by Fullerton Beautiful was not liked by the Police Department employees. She said another fountain has been located and Maintenance Services has taken measurements to incorporate it into the existing structure. Parks Project Manager McDaniel has been asked to become involved, with Chair Spencer stating the November 7th Fullerton Beautiful Annual Meeting is scheduled to be held at the patio, showcasing the patio, plantings, and fountain. There is a three-week lead time to install the fountain and attempts are being made to circumvent the lead time and have every ready for the Annual Meeting. Disposition of Centennial Commemoratives A copy of the Centennial Inventory was handed out to all in attendance. Chair Dalton reported that at last weeks Fullerton Market, sales were better than anticipated, with approximately $160 raised. Member Klinghoffer made the MOTION that after the final Fullerton Market on Thursday, October 14, the Committee will donate the remaining stock of T- shirts to the Boys & Girls Club and YMCA, and will donate the remaining stock of hats and polo shirts to the American Legion for its Veterans Day Raffle. Vice Chair Spencer seconded the MOTION. The MOTION was approved unanimously. The Fullerton Museum will get the Limited Edition Box Sets to sell. Member Bowen reported the Fullerton Arboretum and Elementary School District are enthused about presenting a Centennial Pin to 3rd graders who are studying local history and the pins will be distributed at the Arboretum or at school as the schedule allows. He added another 400 pins will be needed as a more accurate count of how many third graders there are has been completed. Member Bowen also reported he will be presenting pins to the members of the Fullerton Elementary School Board, Fullerton High School Board, Fullerton Heritage Board, and Fullerton Arboretum Board, and has presented pins to the members at the Pioneer Families meeting last week. Member Bowen also reported that Griff Duncan from the Civic Light Opera would be honored to have a Committee Member present him with a Centennial Pin and thank him for the Civic Light Operas support of the Citys Centennial. This support is reflected in this years performance selections, all of which take place around 1904. Vice Chair Spencer volunteered for the performance of Music Man on Friday, October 15th. Member Bowen also reminded those in attendance of the Fullerton Arboretums Green Scene and Music In the Garden events this weekend, adding there will be a special appearance of Old Bob at Green Scene. Member Miller reported that he received approval to carry a Centennial Banner at the Veterans Day Parade. Member Bowen will arrange to deliver his banner to Member Miller. Chair Dalton handed out batches of 25 or 50 pins to those in attendance to hand out to their respective boards.
New Business: Member Klinghoffer played the song Fullerton Glide composed by Eric Marchese. Mr. Machese is a member of Friends of Jazz and is a very creative composer who wanted to do something honoring the Centennial. Member Heaton explained the composer selected the word Glide because in the early 1900s, a glide was a very popular dance step and typically songs were named after a dance step or place. Member Klinghoffer advised Friends of Jazz is considering producing something to honor the Centennial. Once suggestion is to put together a memory package that would include the story of what went on this year and a copy of this tape. PIO Palmer Mudrick suggested the dance steps to The Glide be demonstrated at the Centennial Ball and the song could be played at the dedication of the Centennial Monument. She also asked that a copy be provided for the Launier Room at the Fullerton Library. Member Miller and PIO Palmer Mudrick also suggested the song be played when the Committee presents its final report to the City Council, and that the Committee provide everyone with a copy of the lyrics. Member Katsaros suggested having the composer attend the City Council meeting when the Committees final report is filed and play the song for the Council. Member Klinghoffer reported that the song Fullerton Glide would be performed at this weekends RagFest, and he would attempt to have copies of the song for all Committee Members at the November meeting. Adjournment The regular meeting of the Incorporation Centennial Committee was adjourned at 4:59 p.m. The next meeting of the Incorporation Centennial Committee will be held on Monday, November 08, 2004, at 4:00 p.m. in the Council Conference Room.
