PIO Palmer Mudrick announced that with the approval of the City Manager, Costco is celebrating its 20th Anniversary by incorporating the Centennial Seal (1904 2004) in its commemorative T-shirts all employees will wear during the anniversary year. Public Comments None Introductions none Approval of Minutes Member Ritto made a MOTION to proceed with the regular meeting of the Incorporation Centennial Committee even though a quorum was not present. Vice Chair Spencer made a MOTION to approve the October 11, 2004, minutes with the the following correction: The correct spelling of Bruce Hofstetters last name is Hostetter. Member Katsaros seconded the MOTION. The MOTION to approve the October 11, 2004, meeting minutes as corrected was approved unanimously. Old Business Chair Dalton announced the Boys & Girls Club and YMCA were very pleased to receive the Centennial T-shirt donations. A letter was received from the American Legion thanking the Centennial Committee for its donation of the Polo shirts and hats. Member Bowen announced the following were presented with a Centennial Pin: Fullerton School District Board and Officials; Fullerton Joint Union High School District Board and Officials; Third-grade students; Friends of the Arboretum Board; Fullerton Arboretum Commissioners; Fullerton Heritage Board; and Williams Building Historical Landmark Plaque Ceremony participants Centennial Monument Chair Dalton reported Bruce Hostetter is investigating companies that pre-fabricate the same type of monument bench as the proposed custom designed and fabricated one. The difference in cost is significant and will be included with the options in the monument renderings. It is anticipated the Centennial Monument agenda item will be brought before the Community Services Commission at its December 2004 meeting. Vice Chair Spencer suggested the option of utilizing the Redevelopment Agencys contract with a vendor who is supplying a similar type of bench, including installation, for the entire City. Chair Dalton advised all options will be thoroughly investigated before pursuing the Redevelopment Agency option. Chair Dalton and Member Smithling had discussed the option of incorporating the 2-foot-square granite tabletops donated by Heroes into the Centennial Monument design but decided not to due to color and size differences. Member KIlinghoffer inquired if this project would go into 2005 or was there a time frame for installation and dedication of the Centennial Monument by years end. Is there the need to grandfather in a motion giving Chair Dalton authorization to complete this project? He stated the full Committee participated in the initial discussions, reviewed the conceptual drawings, and if fine tuning is needed the Committee has confidence in the subcommittee to complete pending action and see this project finalized, installed and dedicated. Chair Dalton stated all Committee Members would be advised when the Community Services Commission, Redevelopment Design Review Committee, and the City Council place this item on their agendas, as well as the installation and dedication dates. PIO Palmer Mudrick requested clarification and advised the Committee if after de-activating the Incorporation Centennial Committee at the end of December 2004, the Incorporation Centennial Committee has a balance left in the Incorporation Centennial fund, the full committee would be needed to determine how that balance is allocated, meaning one additional meeting would be scheduled in 2005. If the Committee wishes, the City Council could be advised the Incorporation Centennial Committee will remain active through the conclusion of the Centennial Monument project. Centennial Ball Chair Dalton invited the members to attend the event, Saturday, November 20, 2004. Police Department Fountain Vice Chair Spencer reported the fountain is installed and quite attractive and in behalf of the Fullerton Beautiful Committee, expressed her thanks to Sr. Officer Mary Murphy, Sgt. Linda King, Parks Project Manager Randy McDaniel, and Landscape Supervisor Dennis Quinlivan for all of the support, input, suggestions, and assistance with this project. Vice Chair Spencer also feels that Priscilla Stead, Fullerton Beautiful Member, be acknowledged for providing the landscape for the courtyard/patio project and for her continued maintenance of the Police Department landscape. She suggested the presentation of a plaque or certificate along with acknowledging Fullerton Beautifuls contribution to celebrating the Citys Centennial. PIO Palmer Mudrick advised the Committee a plaque of appreciation is already on display at the Police Department acknowledging Priscilla Stead. Vice Chair Spencer requested that Fullerton Beautiful be recognized and acknowledged for its $2,500 donation to the City of Fullerton Maintenance Services Department for the Police Department Fountain project. Member Bowen asked if the fountain could accommodate a plaque with Member Murphy advising there is no part of the fountain that a plaque could be attached to. Additionally, there is limited public access to the patio, which would limit the publics viewing of the plaque. PIO Palmer Mudrick advised the Committee that when the facility was named after a former Police Chief, it required the approval of the Redevelopment Design Review Committee and adding another plaque would also require Redevelopment Design Review Committee approval. PIO Palmer Mudrick responded that certificates could be presented to Fullerton Beautiful, and Priscilla Stead at the December 07th - 4:00 p.m. Council Meeting.
New Business: Distribution of Centennial Banners Chair Dalton reviewed the Committees agreement with those businesses and individuals who purchased a Centennial Banner. The agreement said that when the year concluded, the banners would be returned. As the year is concluding, the challenge is figuring the logistics, where will they be stored, organizing an inventory to account for the banners, do we deliver or require them to be picked up, and finding volunteers to deliver any that cannot be picked up. Member Smithling has volunteered his business as the pick-up location if he has enough room to store all of the banners. Member Smithling advised the banners must be put into alphabetical order which allows an easier time in finding a specific banner. Centennial Banners will be removed the weekend of November 15th through 17th and should be available for pick-up the 18th or 19th of November. Unfortunately, there is no way to predict how or in what order the banners will be taken down and trying to alphabetize and organize them will be done when returned. Member Murphy offered to provide 3 or 4 Police Explorers to assist in the alphabetizing and organizing of the banners. Chair Dalton stated he would contact all Committee members asking if they are available to please help on November 18th. Member Smithling asked if the Committee could notify everyone that the Centennial Banners would be available for pick up after November 18th. Suggestions included placing an ad in the Observer, a message on Cable Channel 3, making phone calls and mail notification. Vice Chair Spencer asked what would happen to the banners if any are unclaimed. Members Ritto and Smithling responded they are aware of people who did not purchase a banner but would like to obtain one and that there are several business wners interested in displaying a banner. Both are confident no banner would have to be thrown away. Member Murphy suggested the banners could be sold on eBay. Members Bowen and Murphy volunteered the RSVPers to help in making any calls. Member Smithling also wanted it known the banners will be dirty and/or may have sustained damage either during the course of being displayed and/or during removal, may have been repaired, or may have been stolen, and said the ownersneed to be made aware of these possibilities. PIO Palmer Mudrick suggested a deadline be given to pick up banners with the Committee agreeing that Tuesday, November 30, 2004, will be the last day for banners to be claimed. Chair Dalton reported the Veterans Day Celebration plans for Member Miller to carry the Centennial Banner in the parade have been modified to securing the Centennial Banner to a light standard near the old fountain at Hillcrest Park, the final destination of the parade. Vice Chair Spencer inquired as to the status of when will the Incorporation Centennial Committees final report be presented to the City Council. Chair Dalton responded upon the completion of the Centennial Monument Project, probably early next year. Centennial Song Member Ritto advised copies of the Centennial Song Fullerton Glide could be burned onto a CD and packaged with some artwork for sale to the public. Member Klinghoffer advised the song is undergoing some fine-tuning and will provide a status update next month. He said the song was performed at the Friends of Jazz RagFest and well received by the audience. Presenting the song at the Centennial Ball is pending per Member Klinghoffer, who stated there is some fine turning yet to be done, and the selection of a vocalist to sing on the recording has not been made yet. Klinghoffer stated he will contact the song writer and ask if he would be interested in performing it live at the Centennial Ball. Chair Dalton requested the item be placed on the December agenda for further discussion.
