December 17 2003 - CALL TO ORDER:
Chairman McNelly called the meeting to order at 7:35 a.m. - MEMBERS PRESENT:

Minutes of the November 19, 2003 meeting were APPROVED as written. - DISCUSSION ITEMS:
2004 GoalsThe Committee reviewed the 2002 Accomplishments and 2003 Goals and Objectives documents as a template for preparing the current year reports. The Committee also directed Staff to review the 2003 minutes for additional items. Staff was directed by the Committee to prepare the 2003 Accomplishments and 2004 Goals and Objectives for their review and approval at the January 21, 2004 meeting and for presentation to City Council in February. Based on advertising requirements, the report is expected to be placed on the February 17, 2004 agenda. Environmental Programs BrochureThe Committee formally adopted the title "Fullerton Green Pages" for the environmental programs brochure. Committee Member Hardwick suggested answering the question "why doesn't Fullerton recycle?" in the Green Pages and distributed a draft article for the Committee's review (see attachment). Staff stated that several cost estimates have been obtained for the preparation and distribution of the brochure. Comparatives figures will be provided to the Committee when Staff receives approval for the use of the Used Oil Grant funds. While the brochure meets the fund expenditure requirements, pre-approval for multi-program public education materials is required from the CIWMB. Several emails to the grant manager at the CIWMB have not been answered. Staff will continue to pursue approval.

None. - COMMITTEE MEMBER COMMENTS
Chairman McNelly expressed his gratitude to Committee Members for their service during the year. He stated that the terms of several Committee Members expire on December 31, 2003 and questioned the timing of interviews for reappointment. Chairman McNelly also expressed an interest in receiving copies of City Council agendas as well as a recap of Council actions. - AGENDA FORECAST
